Openstack upgrade DCO

We will be upgrading the OpenStack platform at DCO between 22 July and 25 July.

All instances will remain up and running throughout the maintenance. However, the API and dashboard may be temporarily unavailable or unreliable at times.
S3 api in DCO is also expected mainly on the 22th, due to the integration with Openstack authentication

Most of the upgrade work will take place on 22 July. The remainder of the window will be used for testing, verification, and resolving any unexpected issues.
